In a statement released Monday night, September 21, Duterte said the transactions started in 2022, with 13 contracts already completed and six still ongoing.

He said four of the contracts were awarded through competitive public bidding, while the remaining 15 were processed through small-value procurement, which he said was allowed under existing procurement rules.
According to Duterte, Gencorp was evaluated in each transaction and was found to have submitted the lowest calculated responsive bid or offer.
He also said all 19 transactions were processed, reported and published through the Philippine Government Electronic Procurement System (PhilGEPS), adding that interested parties may verify the records through the procurement portal or through authorized access to city government records.
Duterte further said that he and other City Government of Davao officials “never had any knowledge” of Vice President Sara Duterte having an interest in Gencorp.
He claimed that neither the name Sara Zimmerman Duterte nor the surname “Duterte” appeared in the company’s official documents submitted for the 19 transactions, including its Articles of Incorporation.
"I, and all other officials and employees of the City Government of Davao, never had any knowledge of Vice President Sara Z. Duterte holding an interest in GENCORP INDUSTRIES INC. Furthermore, neither the name Sara Zimmerman Duterte nor the surname "Duterte" appears in any of the official documents, such as, among others, the Articles of Incorporation, submitted by GENCORP INDUSTRIES INC. across the 19 contracts and transactions in question, " the statement read.
The mayor’s statement comes as Gencorp is being scrutinized in the impeachment proceedings against Vice President Sara Duterte. The company is among the businesses listed in her Statements of Assets, Liabilities and Net Worth (SALNs), while prosecutors are examining government transactions involving the firm.

"I remain steadfast in my commitment to transparency, fairness and the absolute truth," Duterte said.
Reports previously cited by the prosecution placed Gencorp’s transactions with the Davao City government at around ₱14.32 million from 2022 to 2025. Mayor Baste Duterte was subpoenaed by the Senate Impeachment Court to testify and provide records concerning the city government’s transactions with Gencorp and other entities.
Duterte maintained that the city’s dealings with Gencorp were “above board” and called for any contrary claims to be backed by verified evidence and official documents.
He also urged the public to be cautious about information that he said could be used to promote political interests and division, stressing his commitment to transparency, fairness and truth.
