The group issued the statement following the House Committee on Legislative Franchises’ deliberations on House Bill 7006, which seeks to renew NORDECO’s franchise covering parts of Davao del Norte and Davao de Oro.
The consumer group said residents have already expressed their preference for improved power distribution, citing the expansion of Davao Light into areas previously served by NORDECO under Republic Act No. 12144. Demographics
According to DCM, Davao Light has begun upgrading distribution facilities, including power lines, substations and other infrastructure, since entering the former NORDECO service areas.
While the upgrades have resulted in temporary power interruptions in some communities, the group said improvements have become noticeable in areas where projects have been completed.
DCM warned that renewing NORDECO’s franchise could disrupt ongoing investments and create uncertainty over which utility would be responsible for power distribution in affected communities.
It also raised concerns over the possibility of parallel distribution systems, saying such an arrangement could confuse consumers over billing, outage reporting, maintenance and responsibility for infrastructure.
The group further questioned NORDECO’s financial capacity to undertake the level of investment needed to modernize the distribution system.
