The proposed allocation, included in the 2027 National Expenditure Program (NEP) and endorsed by the Department of Budget and Management (DBM), is 11.7% lower than the OVP’s P889.236-million appropriated budget for 2026.
Under the proposal, P220.232 million will be allocated for Personnel Services, P561.651 million for Maintenance and Other Operating Expenses (MOOE), and P3.321 million for Capital Outlay. An additional P15.544 million is automatically appropriated for the Retirement and Life Insurance Premiums of OVP plantilla employees.
Despite the lower proposed budget, the OVP said it has maintained a high rate of budget utilization in recent years, averaging more than 90%. As of June 30, 2026, the agency recorded a 43.07% obligation rate, exceeding its 41% target.
A substantial share of the proposed MOOE will be used to continue programs that provide direct assistance to individuals, families, commuters, students and communities.
Around P193.103 million of the MOOE allocation is earmarked for the procurement of goods and livelihood assistance grants through the MagNegosyo Ta ‘Day program, along with other service-oriented initiatives.
Among the programs slated to receive funding are:
- Pagbabago Campaign — 150,000 learners;
- Disaster Operations — 23,000 individuals and families;
- R.I.I.C.E. Food Bags — 30,000 individuals and families;
- Libreng Sakay — 1.2 million commuters;
- KALUSUGAN Food Truck and Disaster Operations;
- Wheelchair Distribution;
- Al-Janazah Kits and Other Supplies; and
- You Can Be VP Program.
The OVP said the proposed allocation is intended to keep its priority programs running while covering essential personnel and operational needs amid the budget reduction.
