This is through Executive Order No. 32, Series of 2026, which seeks to provide a financial assistance program for ROTC cadets to provide incentives and encourage more tertiary-level students to enroll in the ROTC Program.

Section 3 (q) of the Implementing Rules and Regulations of Republic Act No. 9163 states that the ROTC shall conduct the Basic Training Program for one year, and the Advance Training Program for two years after the completion of the Basic Training Program.
Under E.O. No. 32, student-cadets enrolled in the Basic ROTC for two semesters of one academic year shall receive a uniform allowance in the form of cash. Meanwhile, student-cadets who completed Basic ROTC and wish to proceed to Advance ROTC to become cadet-officers are also entitled to the uniform allowance for their two years in the Advance ROTC program.
Eligible student-cadets must ensure that they pass their training programs. In the event that a student-cadet fails in the first semester of the two-semester Basic ROTC, they will no longer be eligible to receive assistance should they re-enroll the subject in the next corresponding semester. The same applies to the cadet-officer who fails one of the four semesters of the Advance ROTC program.
In order to verify the number of eligible student-cadets and cadet-officials enrolled in the program, the EBSU shall require the official masterlist of ROTC enrollees from colleges and universities in the city, as well as from the 1105th Community Defense Center of the Philippine Army, the Naval Reserve Center Eastern Mindanao of the Philippines Navy, and the 7th Air Reserve Center of the Philippine Air Force.
